Predicted Shortfall of Secondary School Teachers in New Zealand: An Opportunity for Skilled Educators

Recent figures from the Ministry of Education show that the shortage of secondary school teachers is worse than previously expected. At Otahuhu College in Auckland, Principal Neil Watson explained that finding quality candidates has become increasingly difficult. Recruitment efforts now run almost continuously, with schools beginning the hiring process for the following academic year well in advance. In some cases, international teachers are the solution. Watson recently shared that one of their final teaching appointments secured a visa just in time to begin work.
According to Claire Amos, President of the Auckland Secondary Principals Association, schools in Auckland have been raising concerns about teacher shortages for years. As a result, some schools have had to reduce their subject offerings. Smaller subjects are being cut because schools simply cannot find qualified teachers to deliver them.
At Otahuhu College, Accounting was discontinued in 2024 due to the inability to appoint a suitable teacher. The Technology subject Hard Materials was also removed for the same reason. These decisions directly affect students’ educational options and career pathways.
Larger Classes and Untrained Teachers
The shortage is also leading to larger class sizes. Senior secondary classes, which ideally should have between 20 and 25 students, are in some cases reaching 35 students. This impacts the quality of teaching and individual attention students receive.
In some instances, schools are employing individuals under Limited Authority to Teach arrangements. While this allows schools to ensure there is a teacher in front of students, it highlights the urgent need for fully qualified and registered secondary educators.
Regional and Sector Differences
While the secondary sector faces shortages, primary education is currently experiencing an oversupply overall. However, even within primary education there are regional shortages, particularly in areas such as Taranaki, Northland, Waikato and Bay of Plenty.
Despite comments from Education Minister Erica Stanford that there are more teachers in the workforce than ever before, the data shows that secondary schools continue to struggle to meet demand in key subject areas and regions, particularly in parts of Auckland.
